River and lake flooding: what weeks of standing water does to a building
The National Hurricane Center described Hurricane Ian’s effects as including historic freshwater flooding across much of central and northern Florida (NHC Ian report). In Polk County the result was slow-moving river flooding: Polk’s emergency management director told ABC Action News that East Bartow, which has a history of Peace River flooding, saw flooding that lasted several weeks after the storm (ABC Action News).
Rain can be the trigger even without a named storm reaching Polk. During Hurricane Milton, Lakeland Airport measured 13.13 inches of rain (Spectrum Bay News 9 summary of the NHC report), enough to push lakes, streams and retention ponds beyond their banks.
What long contact time changes
Wall cavities, insulation, subfloors and cabinetry that sit in water for days absorb far more moisture than those wetted briefly. Floodwater can also carry contamination, and the CDC warns of electrical, chemical and infectious hazards (CDC). The realistic scope is usually removal of porous materials, cleaning, then structured structural drying and dehumidification, with flood damage restoration (see flooded property) and, where sewer or septic water is involved, sewage cleanup.

Most homeowners policies do not cover flood, and flood insurance is a separate policy that typically has a 30-day waiting period (FEMA NFIP).
